稳定币消费卡与支付账户工具。可核授权占用、清算、Reversal和商户退款；卡侧账目与链上入金或提款分别留证。

访问条件：官方帮助页公开；实际账户、KYC、App访问、发卡和寄卡分别受资格规则。当前KYC/所在地区/发卡三表均列美国和中国大陆受限，9月州级借贷许可报道描述未来US产品，不能代替当前卡准入。未登录、申请或访问账户数据。
费用：已读退款说明称原交易费约1%且商户退款通常不含该费，这不是全部交易统一当前收费表。卡发行、兑换、ATM、链费、当前限额及其他项目需按具体账单另核，本轮未完整核费表图片或App收费。

- 区分授权占用、Reversal与真正退款
- 核商户处理、RedotPay接收和余额入账
- 解释退款少于原支出及原卡删除限制

## 使用边界
- 公开币种帮助列USDC/USDT/BTC/ETH等，但当前币-链组合和最小额只在App Deposit页确定；未核具体入金网络矩阵，networks留空，不由币名推链支持。
- Authorized只是占用；Cleared已送商户；Reversal原交易金额可能归零且不新增一条退款行，三者不是同一到账结果。
- 两个当前退款帮助页分别写收到商户退款后2–15天和立即入账，叙述不一致；不能承诺统一到账日。商户处理可能30天以上，超过15天需有商户确认材料再联系支持。
- 删除原卡可能导致无法将待退款项记回账户；删除卡与删除账户是不同动作，本次不核后者规则。
- 州级借贷批准与现有支付卡、账户、App访问资格分开。媒体统计量/市场贷款总额不当本工具采用数据。
